DTA Crisis Preparedness package

Overview

On 18 June 2026, we opened consultation on a Crisis Preparedness package supporting implementation of the Deposit Takers Act 2023 (DTA).

The package includes the following:

Crisis Management Framework overview

  • An overview of the Crisis Management Framework to provide context for the policy proposals, which follow feedback on our 2024 Crisis Management Issues Paper (PDF, 1.16MB).

Crisis Preparedness Standard

  • Proposed policy on detailed requirements for recovery and exit planning as well as resolvability planning and pre-positioning.

Loss Absorbing Capacity Requirements

Continuity of Access to Deposits Standard

  • Revised policy proposals for Open Bank Resolution (OBR) pre-positioning, now called Continuity of Access to Deposits (CoAD).

We are seeking broad feedback

This is a policy consultation. We are seeking feedback on the clarity, feasibility and impact of what’s being proposed. We would also like your views on reasonable implementation timeframes.

This is one of two open DTA consultations. Please read the DTA Standards exposure drafts (tranche 3) consultation.

Consultation next steps

In 2027 we will consult on:

  • an exposure draft of the loss-absorbing capacity (LAC) requirements before they are included in the Capital Standard (only applies to Group 1 deposit takers)
  • exposure drafts of the Crisis Preparedness and Continuity of Access to Deposits (CoAD) standards.

Crisis preparedness standards will be issued in 2028 and come into effect in 2029, although implementation timeframes may vary, to give deposit takers reasonable time to comply.
