DTA Standards exposure drafts (tranche 3)
Overview
On 18 June 2026, we opened consultation on tranche 3 of the Deposit Takers Act 2023 (DTA) standards and guidance exposure drafts. This is the final tranche of DTA draft standards and guidance that will be issued in 2027. Crisis preparedness standards will be issued separately in 2028.
The consultation package includes a cover note and the following exposure draft standards and guidance.

Capital Standard
- This draft is largely based on the existing banking prudential requirements.

Internal Models Standard
- This draft has been split out from the Capital Standard. It only applies to deposit takers that use internal models to calculate their risk weights.

Outsourcing Standard
- The Outsourcing Standard draws from our existing Outsourcing policy for banks and only applies to deposit takers in scope of that policy at DTA commencement date (1 December 2028). There are related requirements in the Operational Resilience Standard, so please read these standards together.

Disclosure Standard
- This is an updated version of the tranche 2 draft. It includes the tranche 2 content and additional sections. Please focus on the additional sections. Feedback related to tranche 2 content has been received and is being considered. There is no need to resubmit it during this consultation.
- This standard includes a definition of ‘credit rating’ that will apply to all deposit takers, although we do not intend to apply the remainder of the standard to group 3 deposit takers. This definition will ultimately be included in a different standard. Please see Part 14 for this definition.

Related Party Exposures Standard
- This standard replaces existing related party requirements for registered banks and non-bank deposit takers under the Connected Exposures Policy (BS8) and Deposit Takers (Credit Ratings, Capital Ratios, and Related Party Exposures) Regulations 2010, respectively.

We are seeking technical feedback
This is an exposure draft consultation. We are seeking feedback on whether:
- the draft standard delivers on our policy intent
- the accompanying guidance is clear and complete
- there are any unintended consequences from a technical or operational perspective.
We are not seeking feedback on the broader policy proposals. We have already consulted on the policy and final policy decisions were published in mid-2025. Information on the policy decisions is available at:

After consultation closes, we may contact submitters to seek clarity on or better understand technical feedback.
We will host targeted workshops later this year to work through specific aspects of consultation feedback related to the draft Capital Standard.
