2026 Banking Prudential Requirements (BPRs) exposure drafts

In April 2026, we sought feedback on exposure drafts of changes to the Banking Prudential Requirements (BPRs), to implement some of the decisions from the 2025 Review of Key Capital Settings. Read about the review on the RBNZ website.

We received 12 submissions on the exposure drafts. Thank you to those who participated in the consultation. On 28 July 2026, we published a summary of submissions and our decisions, copies of the submissions, and the updated BPRs. We also published a Regulatory Impact Statement on implementing these decisions through updated BPRs in advance of including them in the Capital Standard under the Deposit Takers Act 2023 (DTA).

The Summary of Submissions and Decisions document explains the feedback we received from submitters and the changes we have made in response to this. The main changes from the exposure drafts include:

  • The addition of a transition period to implement the changes (more details below).
  • The Farm Lending discount factors have been reduced.
  • A secondary definition has been added to the SME definition.

Commencement transition period

Several submitters noted they would struggle to implement all the BPR changes by the 1 October 2026 deadline. We do not want to disadvantage banks that are ready to implement these changes from 1 October by delaying the commencement of the new rules. Therefore, we are allowing a transition period to provide banks more time and flexibility to implement these changes.

  • From 1 October 2026: banks may use any of the new standardised credit risk weights.
  • By 1 November 2026: banks must use the new Residential Mortgage Loan risk weights.
  • By 1 April 2027: banks must use all the new standardised credit risk weights.

The transition period is not included in the BPR wordings but will be included in each bank’s Conditions of Registration.

Next steps

We expect to release the updated Registered Bank Disclosure Statements (New Zealand Incorporated Registered Banks) Order 2014 to include the new risk weight categories after Cabinet consideration. We will release this and the updated capital satellite survey template incorporating these changes in the coming months.

We will consult directly with banks on updates to their Conditions of Registration to account for these BPR changes, including the transition period, in late August 2026.

Overview

On 13 April 2026, we opened an exposure draft consultation to update the Banking Prudential Requirements (BPRs) for some of the decisions made as part of the 2025 Review of Key Capital Settings. The review decisions were announced on 17 December 2025.

We are also incorporating a small number of BPR changes for earlier policy decisions for the capital standard that can be easily incorporated into the BPRs.

The consultation package includes:

  • a consultation paper explaining the changes we are looking to make to the BPRs, and
  • redlined exposure drafts of the following BPRs:
    • BPR110: Capital definitions
    • BPR120: Capital adequacy process requirements
    • BPR130: Credit risk RWAs overview
    • BPR131: Standardised credit risk RWAs
    • BPR133: IRB credit risk RWAs, and
    • BPR001: Glossary.

The consultation package also includes:

  • an updated draft capital satellite survey template incorporating these changes
  • a redlined version of the Registered Bank Disclosure Statements (New Zealand Incorporated Registered Banks) Order 2014 to include the new risk weight categories, and
  • an exposure draft of the amendment order that would give effect to these changes.

This is to ensure that the capital requirements and the related disclosure requirements are aligned.

Capital changes for non-bank depsosit takers (NBDTs)

We also intend to implement capital changes for non-bank deposit takers (NBDTs) in 2026 in advance of implementation of the Deposit Takers Act in 2028. The changes will include lower and more granular risk weights.

This process to update NBDT requirements will happen separately from this consultation. We intend to consult on the changes in the second quarter of 2026, before the changes commence later in 2026.

Following the consultation period, we will review submissions and make changes to the BPRs or disclosure OIC if required. We intend to publish the finalised documents in July with these changes taking effect from 1 October 2026.
