Exposure draft of the Insurance (Prudential Supervision) Amendment Bill

Overview

We are seeking feedback on the exposure draft of the Insurance (Prudential Supervision) Amendment Bill.

We are particularly interested in whether the proposed provisions are workable in practice and will achieve the agreed policy intent. Your feedback will help support smooth implementation, including identifying and avoiding unintended consequences.

The consultation package includes:

  • a consultation paper with background information on the consultation and the changes proposed in the Bill, and
  • the exposure draft of the Amendment Bill.

Background information

In 2025, Cabinet agreed to a package of recommendations to modernise the prudential framework for insurers. The changes are intended to update insurance regulation in New Zealand and bring it closer to other domestic regulatory regimes and international practice.

The consultation paper includes background on the proposed changes and sets out consultation questions to help you provide feedback.
