DTA Standards exposure drafts (tranche 1)

In late 2025 we sought technical feedback on tranche 1 of the Deposit Takers Act 2023 (DTA) standards and guidance exposure drafts. We also sought feedback on policy settings for our Group Supervision Policy under the DTA.

We received 18 submissions. Thank you to those who participated in the consultations.

Near-final drafts of the tranche 1 standards and guidance were published on 14 September 2026. Read the media release on the RBNZ website.

Next steps

We expect any further changes to tranche 1 standards and guidance will only be minor adjustments needed to improve clarity and consistency before we issue the full suite of DTA standards (excluding crisis preparedness standards) in May 2027.

We will progress the approach in the Group Supervision Policy, with the changes noted.

Overview

Tranche 1 of the Deposit Takers Act 2023 (DTA) Standards consultation package includes exposure drafts of the: 

  • Liquidity Standard
  • Depositor Compensation Scheme Standard
  • Lending Standard
  • Incorporation outside New Zealand Standard

The package also includes accompanying guidance for each standard.  

We have published a cover note which provides background on the consultation, sets out the rationale behind the drafting of the exposure draft standards and guidance, and asks some consultation questions. 

Technical feedback sought 

Following policy consultation and decisions made across 2024 and 2025, we are now seeking technical feedback from interested stakeholders on the exposure drafts.  

This consultation aims to identify any technical issues, ensuring the final version is effective and aligns with policy intent.
